ORSAM is dedicated to unifying and supporting the community of addiction medicine providers in Oregon, advocating for evidence-based policy, and educating and inspiring physicians and other healthcare providers to best serve our patient population.

President
David Simmons, MD, MMus, FASAM
Dr. Simmons (he/him) is medical director of treatment and recovery services for Samaritan Health Systems and a graduate of OHSU and the Providence Oregon Family Medicine Residency. He was board certified in Addiction Medicine and became a member of ORSAM in 2020. He lives with his wife and 2.5 cats in tiny Scio, OR, and is based in only slightly-less-tiny Lebanon, OR.
He sees ORSAM as the lifeline that has made the rapidly evolving practice of addiction medicine in the age of fentanyl (and xylazine, and…) possible by fostering collaboration and the sharing of best practices among peers and, perhaps more importantly, the building of compassionate and supportive relationships between members.
Vice President
Lisa Kipersztok, MD, MPH
Dr. Lisa Kipersztok (she/her), also known as "Dr. Kip," is a family doctor committed to providing evidence-based, trauma-informed, patient-centered care with a focus on addiction medicine, patient advocacy, reproductive health, pediatrics, and obstetrics. Her advocacy extends to patients impacted by poverty, mental illness, substance use, and language barriers. Fluent in both English and Spanish, she is board certified in Family Medicine and Addiction Medicine.
Outside of medicine, Dr. Kip finds joy in outdoor activities and travel with her local and long-distance family, including her dog Tennies. Throughout her education at UCF and Tufts University, Dr. Kip initiated a community garden; advocated for reproductive health; engaged in community health work; got a degree in public health; and explored her family roots in Peru, Armenia and Eastern Europe.
During residency she helped write the OHSU policy on Neonatal Opioid Withdrawal Syndrome which was adopted state-wide and made Oregon an early adopter of evidence-based changes in care of neonates with opioid withdrawal.
Treasurer
Mike Winer, MD
Dr. Mike Winer (he/him) is a Family and Addiction Medicine Physician, currently serving as an Assistant Professor in Addiction Medicine at Oregon Health & Science University (OHSU) and the Medical Director of Hooper Detox in Portland, Oregon.
Dr. Winer’s professional interests include adolescent addiction, the intersection of LGBTQIA health and addiction, peripartum addiction care, and harm reduction. His work is deeply rooted in a commitment to addressing the diverse needs of his patients and advancing comprehensive, evidence-based care. Looking ahead, Dr. Winer is enthusiastic about creating connections throughout Oregon to drive innovation, expand access, and reduce barriers to addiction care. He believes that by fostering collaborative partnerships and leveraging collective expertise, significant strides can be made in improving addiction treatment and support across the state.

Jennifer Smits, MD, MPH
Dr Jennifer Smits (she/her) obtained her joint medical and public health degree at Tufts University School of Medicine and completed her residency training in Internal Medicine at Boston University Medical Center. She went on to work in various academic and primary care settings before settling into hospitalist based medicine in Corvallis, Oregon where she has been since 2007.
Dr Smits' desire to work with populations with substance use disorders began during her public health training when she worked in a woman’s prison. She has brought addiction based care services to Good Samaritan Regional Medical Center in Corvallis with plans to expand into a formal inpatient addiction medical service to reach patients at all 5 hospitals in the Samaritan Health System. She additionally works at a medication-assisted treatment clinic in Lebanon, Oregon.
